Based on the evaluation findings, an analysis of the local media content and the effectiveness of editorial management has been made. Moreover, the evaluation has highlighted the basic institutional needs of editorial offices; the training needs for outlet’s top-management; as well as the training needs of their journalists. The evaluation serves the basis for developing a programme of support for local media.
